The DEIS, FEIS, and Joint ROD and Findings Statement is available for public inspection on this web site and during normal business hours at the public repositories listed below. The Joint ROD and Findings Statement were prepared in accordance with NEPA the Council on Environmental Quality regulations implementing NEPA (40 CFR Parts 1500 to 1508) FHWA's regulations implementing NEPA (23 CFR Part 771) and NYSDOT's Procedures for the implementation of SEQRA (17 NYCRR Part 15). The FHWA and NYSDOT have also completed and signed a Joint NEPA/New York State Environmental Quality Review Act (SEQRA) Record of Decision (ROD) and SEQRA Findings Statement, dated December 15, 2014, on the Portageville Bridge Project. The FEIS was prepared using an abbreviated format, consisting of errata sheets and the information required for an FEIS attached to the Draft Environmental Impact Statement (DEIS). These operations are critical to the economic vitality and growth of the Southern Tier and other affected areas of New York. The Project is needed for Norfolk Southern Railway Company, the Project Sponsor, to continue to provide safe, relaible, and efficient rail operations on the Southern Tier Route. The purpose of the Project is to address the existing deficiencies at the Portageville Bridge by providing a modern rail crossing of the Genesee River at its current location that is capable of carrying current industry standard freight rail loads, to the greatest degree possible meeting Federal Railroad Administration (FRA) Class 4 speeds, while reducing ongoing maintenance efforts and costs. The Portageville Bridge spans the Genesee River within Wyoming and Livingston Counties, New York. The Federal Highway Administration (FHWA) and the New York State Department of Transportation (NYSDOT) have prepared a Final Environmental Impact Statement (FEIS) for the Portageville Bridge Project, which assessed the project's effect on the quality of the human environment in accordance with the provisions of Section 102(2) of the National Environmental Policy Act of 1969 (NEPA) ( et seq.).
